We are a coalition of Marylanders fighting back against immigration detention camps in our communities.
In January 2026, DHS spent $102.4 million to purchase an empty warehouse outside Hagerstown in Washington County, Maryland to convert into a processing center to hold 1,500 people as part of a nationwide expansion of mass detention and deportation. The Washington County Board of Commissioners embraced the deal–despite not consulting with the local community and despite the burden it will impose on human rights, on local resources such as water, sensitive ecological areas, and medical services, on historical preservation, and on the local economy.

Our Strategy
- Call on Governor Wes Moore, the Washington County Commissioners, and the Mayor and Council of the Town of Williamsport to explore and execute all possible levers of power to halt the advancement of DHS’s plans for establishing a detention center
- Coordinate with the business community, labor, and the nonprofit sectors to work together to use all legal remedies to disrupt, pause, and defeat the advancement of DHS’s plans for a detention center
- Call on the Maryland Historic Trust to rule against the advancement of DHS’s plans
- Pressure the Washington County Commissioners, the Mayor and Council of the Town of Williamsport, the Washington County Chamber of Commerce, and the Maryland Chamber of Commerce to clearly state their unequivocal opposition to the proposed DHS center and their commitment to using all lawful means to halt the advancement of the project
- Advocate for the passage federal legislation prohibiting DHS from establishing or operating a holding or detention facility in Washington County and statewide legislation including HB 630, HB 1017 and HB 1018
- Identify and patronize businesses in Maryland that stand in public opposition to the planned detention center, both in word and in action, and avoid patronizing businesses that are either supporting or silent on the matter
